PROPOSAL FOR A REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE EUROPEAN COUNCIL FOR ESTABLISHING A COMMON FRAMEWORK FOR EUROPEAN STATISTICAL DATA FOR PERSONS AND HOUSEHOLDS
Vasil Bozev
Abstract: ‘Europe 2020’ strategy is used on indicators for observing key objectives as improving educational level, reducing poverty, increasing employment and social inclusion. Thus, in the period 2013 - 2017 the emphasis is placed on the social pillar - one of the basic elements of the statistical information system. Related to that The European Parliament and the Council are proposing a regulation to optimize data collection and improve comparability of statistical information in the social system. This cannot be done without a clear European framework, which has to define common statistical concepts, reporting formats and quality requirements. It is difficult for Member States to accomplish this comparability separately. This can be done effectively at EU level, based on a legal act ensuring coherence and comparability of statistical information at EU level in the statistical domains covered by the proposed act.
