ACADEMIC SCIENTIFIC POSITIONS ON STATISTICAL SCIENCE AND ABOUT CHANGES IN THE PROFESSION OF STATISTICIANS IN THE CONTEMPORARY WORLD

Abstract: In contemporary world information, knowledge and communications have their central position. The assumption that statistics is a branch of mathematics has not yet been outlived. The lack of a definition about the subject of statistical science hinders its development in the modern world. The distinction between statistical science and mathematics is based on the unity between the ‘statistical aggregate’ and the ‘multiplicity’ as two sides of the unity of mass phenomena - ‘material and substantial’ and ‘abstract’.

M. Kendal and A. Stuart introduce the term of a ‘natural phenomenon’, with which they provide a very broad definition, including all the possible objects of the outer world that are related or unrelated to man. The development of statistical science as a social system of knowledge is based on the forgotten studies of Lambert Adolf Kettle (1836), Georg von Meyer (1895-1909), Franz Djidjeck (1940), William Petty (1691), Oscar Anderson (1928), Hanzen (1937) and so on. The place of the statistical profession is first considered in the 1987 General Assembly of the International Institute of Statistics in Tokyo (Japan).

A commission is established, headed by Prof. Sigeiti Moriguti, with a broad mandate to analyse the place of the statistical profession in the modern world. It makes seven recommendations. Later, from 25 to 27 September 1996 in Lisbon, Portugal, a seminar on official statistics and on its past and future took place. The changes occurring in the professional image of the statisticians after the introduction of the new information technologies (computer, internet, mobile phone, satellite dishes, cloud technologies, etc.) lead to significant changes in the life, behaviour and value system of the statisticians. Virtual offices are emerging, requiring changes in statistical education in line with ethical principles.
